重申台灣是盟友？對台「六項保證」被修改　美國仍顧忌中國

美國聯邦眾議院外交委員會於美國時間19日無異議通過「再度確認台灣關係法與六項保證為美台關係基石」決議案，外界普遍認為美國在此表達了對台灣的高度重視並有意維護台灣主權，然而細看法條，有這麼一條與提案不同，「悄悄地」被更動了。

被認為是「友台人士」的美國共和黨議員夏波（Steve Chabot），去年10月向眾議院提出「再度確認台灣關係法與六項保證」此案，但其中一條「美國不承認中國對台灣的主權歸屬」並非出自於雷根時期（1982年），而是夏波自行修改成較為偏向「台獨」的版本，經美國外交委員會審議後，又改回雷根時期的原始條文，即「美國對於台灣主權歸屬的立場並未改變」，等於仍未說明「一中」究竟是哪個中，保留模糊空間。

雷根政府時期的「對台六項保證」的正式版本由美國國務院中華民國事務辦公室主任費浩偉（Harvey Feldman）撰寫，他曾參與研擬《台灣關係法》及籌辦美國在台協會。然而「六項保證」一直沒有記載於任何正式文件，也因此夏波提出希望將此法條立案。

台灣人公共事務會（FAPA）執行主任昆布勞（Coen Blaauw）指出，外交委員會認為，應以費浩偉當年版本的六項保證內容為準，因此夏波提交的決議案內容被加以修正，之後才無異議的方式表決通過。而這項決議案將送眾院院會表決，可望順利通過。

眾議院通過的六項保證原文：

Whereas in House and Senate testimony immediately after the issuance of the August 17, 1982, Joint Communique´ with the PRC, then-Assistant Secretary of State for East Asian and Pacific Affairs John H. Holdridge stated on behalf of the Executive Branch that—

(1) We did not agree to set a date certain for ending arms sales to Taiwan;

(2) We see no mediation role for the United States between Taiwan and the PRC;

(3) Nor will we attempt to exert pressure on Taiwan to enter into negotiations with the PRC;

(4)There has been no change in our longstanding position on the issue of sovereignty over Taiwan;

(5) We have no plans to seek revisions to the Taiwan Relations Act;

(6) the August 17 Communique, should not be read to imply that we have agreed to engage in prior consultations with Beijing on arms sales to Taiwan.
